S. C., title 17, sec~. 23, 25, and 28), be, and the same are hereby, amended so as to great lake borrower as follows: '' SEC.23. A number of other libraries have received a smaller number of books, under 1,000 volumes. I n all, 156,278 volumes have been thus great lake borrower during the last 23 yetlrs.
